MAIN RESULTS / FINDINGS

Key issues:

In 2 workshops (26 January 05, Graz, AT and 2 March, Brno, CZ) the planned key issues were discussed in detail and a common understanding on success factors could be reached. The different procedures of project development and project assessment are described in figure 1 and 2 below.

One of the success factors, especially in Austria, is the involvement of regional structures (Regional Management - RM, EUREGIO) in the generation of cross border projects. On the other side it was mentioned that in the new member states (Slovenia, Czech Republic) the participation of Regional Development Agencies (RDA’s) is problematical, because of their entrepreneurial role. This role leads in a potential conflict of interest. It was mentioned that it is foreseen to involve the RDA’s in the advice of potential applicants, but it was not clear how to solve the double role of RDA’s. This question is also a focal point in module 2 – the role of RMs and RDA’s and will there be discussed in detail.

A second success factor, especially in Styria, was the collection of project ideas in the preliminary stage of the approval of the programming document. So it was possible to find a main focus in different measures (introduce this results in the programming process) and there was no loss of time in the approval of projects and in fact this is a good way to fulfil the n+2 regulation.

This module is also intimately connected with module 9 – cross border projects/partnership and one of the key issues there – common understanding of the Lead partner principle – was also discussed in module 8, because it is conceivable that this principle will have a strong influence on project development on national level. The discussion focused less on finding a common understanding but rather on possible procedures in future procedures under these new circumstances.

According to the different procedures on national or regional level (figure 1 and 2) (Link zu ppt-folien 2+3) one of the future questions will be, if there is a basic necessity to change some procedures to achieve harmonisation within the project development phase and of course in the project assessment phase. The harmonisation should be reached at least on programme level, there is no force to come to a solution which is valid for whole Austria and all partner regions.

A possible scenario – which in fact is only one of different possible interpretations of the Lead Partner (LP)-principle - is shown in figure 3 (project mobilisation) and figure 4 (project application/approval procedure). This scenario is based on the specification that at least 2 of the following indicators should be fulfilled by a future cross border project:

  • Common development
  • Common implementation
  • Common financing
  • Common staff

The discussion how to interpret these indicators has not been started yet within the workshops, but the third workshop in the frame of module 8, which will be held in autumn 2005, will also deal with this question. The scenario is also influenced by the two success factors, participation of RM’s and RDA’s as well as the collection of project ideas (common cross border strategy).
