The module “New programming period” is an “umbrella module” covering the topics of the modules “project development” and “cross-border projects/partnership”. There’s the need to discuss the creating and the development of a project and its counterpart (cross-border project) under the rules of the new programming period. This seminar was dedicated to the introduction of the new principles, especially the objective “territorial cooperation” and the EGCC. The next sessions will be based on the results of the other two modules and take into consideration the ongoing procedures on European level.
The seminar was less interactive, because it was intended to give some general information about the new programming period trough INTERREG experts’ interventions.
Rossella Rusca, from the Ministry of Economy and Finance, Structural Fund Services in the Department for Development Policy, Rom, explained the key questions of the reform, the financial perspectives, the debate and the very distant points of view on European and national level, the timetable for negotiations. She spoke about the Italian challenge and the status quo of the Italian negotiations (here is her presentation).
Harry Ekestam, Ministry of the Interior, Department of Regional Development, Helsinki, commented on the Commission `s proposals of the new regulations referring to the new Objective 3 and the European grouping for cross-border cooperation. He also pointed out some problems and shortcomings of the application of some new principles and instruments on legal and administrative level. (here is his presentation - part1 + part2).
