5th and last Iq-Train CoReG (Common Reflection Group)
Since Iq-Train will be finished in December 07 this will be the last Iq-Train workshop!

This is a good reason to reflect and assess the results and impacts of the project Iq-Train – and we will find an inspiring, creative and humorous way to do this.

We will also bring the last Iq-Train products, the “Handbook for project-holders” and the “Result Report”-brochure, on their way to the customers and stakeholders.

And – last but not least – we will sharpen the picture of what can/will be done in the spirit of this excellent network of sharing experiences and improve competencies of INTERREG / ETC actors after the finalisation of Iq-Train.

Final account - summarizing the Iq-Train FLC-workshop series and preparing for the new period
The first part of this 7th and final Iq-Train workshop on FLC will focus on the current discussion about eligibility rules within the new bilateral programmes.

The second part will provide the opportunity to continue the exchange about experiences with controls (2nd level control, court of auditors or others) which was started during the last workshop in March.

And last but not least, we will look back at the 3 ½ years of Iq-Train FLC-Workshops and talk about ways to continue the networking of controllers.

The main target group for this workshop are controllers (“FLC”) for the new ETC-programmes from Iq-Train-member- and neighbouring regions. Representatives of Managing Authorities and Regional Bodies involved in ETC-programmes are welcome as well.

Please note that - unlike previously announced - this workshop is organised as a one-day workshop on 04 October only.

4th CoReG (Common Reflection Group)-meeting
Following the Iq-Train workshop “Key topics in the world of projects” which is organised at the same location on the previous day, this 4th CoReG –meeting mainly is dedicated to the “Iq-Train handbook for project-holders”.

The following handbook-issues will be discussed:
- Main structure and contents (design of the 3 parts “General Information”, “OP Regions” and “Service”)
- Detailed revision of already existing text components (especially concerning the parts “OP Regions” and “Frequently Asked Questions”)
- Joint development of the Service parts “Project-application”, “Project development” and “Checklists”
- Overall layout

Target group are all organisations/institutions involved in programming, programme-management and project-consultancy within ETC-programmes 2007-1013 which are included in the handbook.

Please note that this is the last joint meeting on the Iq-Train handbook-draft before summer and the last possibility for joint discussion on structure and main contents. After that only minor changes in text and layout will be possible.

The draft version of the handbook is available via http://www.mecca-consulting.at/media/handbook_obj3/intro_1_eng.html.

The latest version which will be the basis for joint discussion will be online latest on 21 May.

Key topics in the world of projects
The new ETC programmes will start soon - probably in autumn 2007. First PR activities to inform regional actors and potential project holders have already been organised.

This upcoming Iq-Train workshop is dedicated to check the capability of the pre-operational work from the viewpoint of the projects. The following questions shall be tackled:

- What are the (new) key topics in the world of projects?
- Have we foreseen appropriate and practicable ways to deal with them?
- Is enough transparency and clarity for project holders assured?
- What can be done to improve quality and customer orientation, if there are shortcomings and problems conceivable?

Project-cycle and Lead Partner-criteria will serve as the guideline for the discussion.
Target group are all organisations/institutions involved in programming, programme-management and project-consultancy within ETC-programmes 2007-1013 like Managing Authorities, Regional Bodies, Regional Managements, Euregios and similar organisations.

Registration is possible until 30 May 2007.

3rd CoReG (Common Programming Reflection Group) - Effective Management of Programmes: tasks and roles of different bodies
After having successfully drafted and submitted the Operational Programmes another big challenge has to be met: Defining of and agreeing on sound and balanced structures enabling the programmes to become real drivers of cross border cooperation.

Every bilateral programme has to find its own appropriate solution; therefore this CoReG-meeting will not focus on a joint way to do this.

But it should generate value added for all participants by sharing ideas, views and experiences on questions like
- How could the coordination between different Managing Authorities (MAs) work?
- Should a network of Regional Bodies (RBs)be set up?
- How could the information flow between MAs and RBs be organised?

Other topics to be discussed could be the eligibility rules and - as always – all questions that will be brought in by participants.

Main target-groups of this meeting are all Managing Authorities of new bilateral Territorial Cooperation-programmes at the Austrian borders as well as representatives of all Regional Bodies of the respective regions.

New period - old problems? - - building the foundation for controlling in the new structural funds period 2007-2013
The 6th workshop on First level control within Iq-Train is designed to connect the old and the new structural funds period. While most of the controllers are still busy with FLC of “old” INTERREG-projects, the operational programmes for the new objective European Territorial Cooperation are being finalised and the new structures are being developed and implemented.

The aim of this workshop is twofold:

- Exchange of knowledge (especially on experiences with audits from different levels) and possible input from controllers for current topics
- Feedback on the “Iq-Train Handbook for project-holders” – a tool which is currently being developed by Iq-Train, where an input from the controllers point of view would be welcome

The main target group for this workshop are controllers (“FLC”) for the new ETC-programmes from member- and neighbouring regions. Representatives of Managing Authorities and Regional Bodies involved in ETC-programmes are welcome as well.

Registration for this workshop is possible until 20 March.

Iq-Train Studienreise
Ziel der Reise ist der Besuch des derzeitigen INTERREG IIIA Programms der EUREGIO, Euregio Rhein-Waal und euregio rhein-maas-nord an der deutsch-niederländischen Grenze.

Um das Programm abzurunden ist außerdem ein Kurzbesuch bei der trilateralen Euregio Maas-Rhein an der deutsch-niederländisch-belgischen Grenze geplant, die südlich an die euregio rhein-maas-nord anschließt.

Geplant ist ein multilateraler Erfahrungsaustausch, der grundsätzlich alle Themen des INTERREG-Programmmanagements umfasst, vor allem aber die Bereiche Organisationsstruktur, Aufgabenteilung und Entscheidungsprozesse sowie Projektzyklus, Projektmonitoring, Lead-Partner Prinzip, die Rolle der Euregios und Erfahrungen mit multilateralen Projekten.

Die TeilnehmerInnen haben die Möglichkeit, best-practice-Modelle (die EUREGIO ist die erste und älteste Euregio Europas) sowie unterschiedliche und neue Formen der Programmverwaltung kennen zu lernen.

Objective of this Bilateral Programming Reflection Group (BiPReG) meeting is the reflection of process and results of the ongoing programming process. It provides the opportunity to deepen discussion and mutual understanding on key issues of programming as well as the development of new ideas and approaches.

Following the actual demands and needs the BiPReG meeting will focus on the outcome of the Programming Group meeting on 22. November 2006. Key issues to be discussed – probably including project life cycle after JMC approval – will therefore be suggested at the BiPReG meeting.

The future of Small project funds in territorial cooperation 2007 - 2013
Territorial cooperation within the new programming period 2007–2013 will bring about new conditions for project-holders. Both large and small projects will face the same requirements (lead partnerprinciple, joint financing, etc.) and will be evaluated on the basis of the same criteria. Especially project-holders of small projects will be challenged by this framework. Possible approaches for simplified conditions for small projects in particular should therefore be considered by now.

Hence the projects „SPF-net“ and „Iq-Train“ jointly invite you to this workshop on the future of Small project funds (SPF) within territorial cooperation 2007-2013.

Target groups are representatives from Regional Managements, Euregios and Government Offices of the Austrian regions Lower Austria, Upper Austria, Burgenland, Vienna, Styria and Carinthia as well as representatives from the respective partner-organisations from the Czech Republic, Slovakia, Hungary

Zukunft des Kleinprojektefonds in den Grenzregionen Österreichs 2007 - 2013
In der neuen Programmplanungsperiode 2007-2013 werden für Projektträger/innen in der territorialen Zusammenarbeit neue Förderbedingungen gelten. Sowohl kleine als auch große Projekte werden die gleichen Bedingungen (Lead Partner Prinzip, gemeinsame Finanzierung usw.) erfüllen müssen und werden nach denselben Kriterien beurteilt werden. Dies wird speziell für Projektträger/innen von kleinen Projekten eine neue Herausforderung darstellen. Daher sollte über Lösungsmodelle und Möglichkeiten der Vereinfachung für künftige Projektträger/innen bereits jetzt nachgedacht werden.

Zielgruppe dieses Workshops am 13.11. 2006 sind Vertreter/innen der Regionalmanagements, Euregios und der Landesregierungen aus Niederösterreich, Oberösterreich, Burgenland, Wien, Kärnten und der Steiermark.

Eligibility & more - tasks and responsibilities of FLC in the project cycle
As discussed during the last FLC-workshop in May in Vienna this meeting will be a platform for the exchange between auditors (FLC) and members of programme implementing organisations concerning the new programming period 2007-2013.
Main topics are the definition of tasks and responsibilities for FLC and the development of a common perception of eligibility rules on the basis of current programme document-drafts.

In preparation for this workshop, the programme implementing bodies will send the latest programme document-drafts to the auditors of the respective region. Auditors are invited to bring additional questions and suggestions concerning the new bilateral programmes.

Target group are the staff of Managing Authorities and Intermediate Bodies of the bilateral programmes AT-DE/Bavaria, AT-CZ, AT-SK, AT-HU, AT-SI and AT-IT as well as the respective auditors.

Iq-Train half-time conference - taking a breath to continue success
Since Iq-Train started in 2004 we have implemented 22 workshops and seminars on manifold INTERREG-related topcis. After all these efforts and activities it is time to analyse gained results and experiences – and look ahead to the future. Starting from the results of our project evaluation we will therefore highlight chances and challenges of the upcoming Structural Funds objective „Territorial Cooperation“ and we will illustrate how Iq-Train plans to meet them. During an „open space“ in the afternoon all participants will have the possibility to commonly define issues and topics for training activities in the second half of Iq-Train.

This second workshop in the frame of the Iq-Train/ings-module “New programming period” aims at the latest news about the negotiations on European level, especially focusing on the conclusions by the European Council in Luxemburg and the latest trends regarding future European Territorial Cooperation and the European Grouping of Cross-border Cooperation. This workshop intends to give a more detailed picture of the upcoming administrative and financial tasks for the new programmes and contributes to a common understanding of the various implementation requirements.

REGIONAL MANAGEMENT & TRANSNATIONAL / INTERREGIONAL COOPERATION - HOW TO BECOME AN ELIGIBLE AND STRONG PARTNER
This last seminar for Regional Managements / Development Agencies / Euregios focuses on the question, how they can get involved in the transnational and interregional programmes of territorial co-operation (Objective 3) in the next SF-period. Based on the engagement of RMs / RDAs / Euregios in the current CADSES-, Alpine space- and the INTERREG IIIC-programme the new regulations will be screened for possibilities of participation in the next programme-period 2007 -2013. The main questions will be:
a) Who / what kind of organisations will be able to act as project holders?
b) What could RMs / RDAs / Euregios do to become partners in transnational and interregional projects (defining the requirements)?

Based on the results of previous financial related Iq-Train workshops this workshop will especially focus on the participants´ experience with both project- and programme-implementation. The partner-regions shall present their systems of co-financing INTERREG III projects and share their experience about positive and still to improve aspects (e.g. n+2 rule).

This workshop especially focuses on the northern Iq-Train regions Upper and Lower Austria, South Bohemia, South Moravia and Vysocina as well as Vienna and brings in experiences from the parallel workshop for the southern regions which was held in January in Graz.

The aim of this workshop is the development of a joint understanding of assessment criteria for INTERREG IIIA projects and the harmonisation of procedures.

“INVOICES, RECEIPTS, PAYMENT CONFIRMATION - the world of first level control within INTERREG IIIA, B and C
The IQ-Train/ings-module “First Level Control” focuses on all actors within the framework of INTERREG IIIA, IIIB and IIIC-projects who are responsible for the controlling of the expenditure. Since there are often only one or two controllers in every region (especially those responsible for IIIB and IIIC-projects), an exchange of practical knowledge and experience is needed. That way, transnational cooperation on project-level is going to lead to transnational cooperation on the level of controlling. The aim of the first workshop in this module is the development of a common understanding of the needs and problems that controllers have. The workshop will be practice-oriented. Participants are invited to bring concrete questions and/or examples from their work.

The workshop “GET ALL THE MONEY YOU NEED “ will follow and analyse the ERDF financial flow from Brussels to the single project holders within INTERREG IIIA. The workshop focuses on crucial aspects within this procedure to assure a smooth financial flow on programme and project level. Furthermore questions regarding project budget, eligibility of costs & co shall be discussed on the basis of practical experiences and concrete projects.
Target groups are staff-members of Intermediate bodies (especially financial management-experts) and Regional Managements / RDAs / EUREGIOs (involved in financial helpdesk-services for project holders) from Iq-Train partner-regions, Managing Authorities and Paying Authorities for INTERREG IIIA.
